Abstract
Until a few years ago, law of the sea and oceans governance seemed to ignore the existence of people at sea and the consequent need to respect and protect their rights. This picture has started changing in recent years due to the issues raised by the massive fluxes of irregular migrants, on the one hand, and the upsurge of piracy off the coasts of Somalia, on the other. These situations have brought to the forefront the need to effectively protect human rights also at sea, in accordance with treaty and customary obligations of States. This chapter discusses the practicalities of protecting human rights at sea, highlighting the rights that deserve particular attention and discussing common issues, including jurisdiction.
