The development of private fresh produce safety standards: implications for developing Mediterranean exporting countries
Integration into global markets offers the potential for more rapid growth and poverty reduction for poorer countries. However, market barriers within advanced economies to agricultural imports have made it harder for developing countries to take full advantage of this opportunity. This article examines the impact of increasing demands for food safety and quality by European food retailers, and how the fundamental structure and culture of supplier organisations required by European retail chains are a major entry barrier for developing Mediterranean fresh produce exporting countries, and for developing countries in general. The long-term solution for such countries to sustain an international demand for their products lies in structural, strategic and procedural initiatives that build up the trust and confidence of importers/retailers in the quality and safety assurance mechanisms for their produce.

Traditional vs. Modern Food Systems? Insights from Vegetable Supply Chains to Ho Chi Minh City (Vietnam)
This article describes the development of vegetable marketing in Ho Chi Minh City (Vietnam), where modern distribution outlets are competing fiercely with traditional traders for wholesale and retail customers. Data from interviews with supply chain stakeholders and a survey of vegetable wholesalers have been used to compare the performance of modern and traditional chains, and the findings reveal the chains as segmented in their product focus, the modern sector focusing exclusively on quality. Modern marketing channels are generally more efficient than traditional ones but still account for only around 2% of vegetable distribution. The article argues that policy-makers should not promote the ‘modernisation’ of food systems at the expense of traditional channels which meet important consumer needs.

State Intervention for Food Price Stabilisation in Africa: Can It Work?
Although its arguments may have more general applicability, this paper discusses the desirability and options for the stabilisation of staple food prices principally in Eastern and Southern Africa. It addresses three broad questions: (i) why is stabilisation of food (grain) prices desirable? (ii) what is technically feasible? and (iii) can the governance and trade issues thrown up by suggested mechanisms be solved? It considers a number of options for price stabilisation, assessing the strengths and weaknesses of each and suggesting situations in which each may be appropriate.

Traditional domestic markets and marketing systems for agricultural products. Background paper for 2008 World Development Report
This paper examines the major types of marketing system linking producers and consumers of domestically consumed agricultural products in different contexts, and the opportunities and constraints these offer to poor producers (and consumers). The marketing system is considered to involve physical assembly, handling, storage, transport, processing, wholesaling, and retailing of agricultural products, together with services directly supporting these activities, such as market information, establishment of grades and standards, financing of marketing activities, and price risk management. The authors consider marketing systems for four major types of product: cereals, roots and tubers, livestock products, and fruit and vegetables. For each of these they briefly discuss the major characteristics of supply and demand that affect market structures and prospects for growth in domestic demand being supplied by domestic smallholder farmers. This leads on to examination of different marketing systems that have developed for these products in different contexts, and consideration of the effectiveness of these systems in supporting growth and serving the interests of poor consumers and producers. Specific issues around problems of price instability and risk management are considered for cereals, and new opportunities arising from the spread of information and communication technologies examined. The paper concludes with discussion of the opportunities and constraints for small scale farmers engaging with these marketing systems, and of policies to support small farmer engagement.

This paper addresses issues relevant to a critical problem in economic development: how to get rapid pro-poor economic growth in poor rural areas in Africa and South Asia where most of the world’s dollar a day poor live. It examines constraints to the development of coordinated exchange systems in poor rural areas, focusing on the core problem of thin markets and low density of economic activity in these areas. Transaction cost and risk analysis is integrated into a conventional neoclassical production economics framework to describe the existence of low level equilibrium traps in transactions and supply chains and to generate important insights for development policy.

Understanding poverty and sustainability needs livelihood studies that acknowledge heterogeneity at the community and household level. This is particularly true for Latin America where inequality and ethnicity are important aspects of poverty and sustainability. This paper is a detailed examination of the natural resources, socioeconomic assets and livelihood strategies of two Mayan communities of the Mexican State of Yucatán. There were three fundamental objectives: to elucidate the people’s perceptions of poverty, to analyze their resource use and livelihood strategies, and to suggest ways in which access to markets can reduce poverty and enhance sustainable development.
Using qualitative and quantitative methodologies, the dominance of certain successful strategies is made clear. Firstly, milpa – the traditional system of maize production - is a way of life for the Mayas. Secure access to maize-producing land is a valuable asset, partly because it also attracts government subsidies. Secondly, ownership of small livestock is also part of Mayan life. Ownership of other assets such as bee hives gives access to (relatively) lucrative product markets. Thirdly, active agribusiness marketing also requires assets: ownership of transport services; finance to assemble and sell products such as forest fruits, honey and maize; business skills and an ability to create commercial linkages to traders. Appropriate interventions for different wealth groups are suggested to enhance sustainable development of the communities.

Food safety performance in European Union accession countries: benchmarking the fresh produce import sector in Hungary
Countries that accede to the European Union face a complex and urgent task to adopt and implement the acquis communautaire on food safety. For the food industries in such countries, this implies that the European Union’s standards of food production and processing, food quality and safety have to be met in order to ensure a high level of consumer protection and satisfaction. The purpose of this paper is to assess the level of food safety performance in one Accession Country, Hungary, in one food sector (the fresh produce importing chain), and to evaluate the capacity of the system to demonstrate quality assurance to the satisfaction of private customers and public regulators. The analysis of food safety performance has been undertaken through gap analysis using a novel application of a benchmarking methodology taking the United Kingdom fresh produce importing chain as the benchmark. The insights are relevant to other Accession Countries and to other Candidate Countries for European Union enlargement.

Poverty, inequality and ethnicity: a note to policy makers on Latin America
This article reflects on the impact of the Millennium Development Goals (MDGs) in tackling global poverty, and then discusses inequality, thereby drawing attention to poverty in regions of the world that on average are ‘less poor’ according to the ‘one-dollar-a-day’ poverty threshold. The focus moves to Latin America, where poverty and inequality are closely related to ethnicity and, in the face of declining assistance, argues for more, not less, commitment from policy makers to tackling poverty and the ‘ethnic gap’.

This article reports the results of an industry-level study that seeks to identify empirical regularities between firm strategy, management style, organisational structure and performance in the Spanish fresh fruit and vegetable (fresh produce) industry using strategic group analysis. Groups were formed from key dimensions reflecting firms’ strategic orientations. Performance levels did not differ systematically between strategic groups, but performance was found to be influenced by the alignment between entrepreneurial culture and organisational structure. A move towards greater flexibility and/or adopting an entrepreneurial style are both likely to contribute to an improvement in the overall performance of the firm.

Non-timber forest products (NTFPs) constitute the single largest determinant of livelihoods for scores of forest fringe communities and poor people in the tropics. In India over 50 million people are believed to be directly dependent upon NTFPs for their subsistence. However, such human dependence on NTFPs for livelihood gains (win) has most frequently been at a certain ecological cost (lose). If livelihoods are to be maintained, the existing ‘win-lose’ settings have to be steered to a ‘win-win’ mode, otherwise, there could be severe erosion of the biological resources and loss of livelihoods (‘lose-lose’). Examining the dependence of forest fringe communities on NTFPs at three sites in south India with contrasting human and ecological settings, three key factors (extent of dependence on NTFPs, indigenous ecological knowledge and market organization) are likely to constrain reaching the win-win situation. How these factors shape the ecological cost of harvesting NTFPs at the three sites is examined. Within the parameter space of these factors, it is possible to predict outcomes and associations that will conform to win-win or win-lose situations. Empirical data derived from the three study sites demonstrate the causality of the observed associations. The key for long-term livelihood gains lies in reducing the ecological cost. Certain interventions and recommendations that could optimize the balance between livelihood gains and ecological cost are proposed.

Perennialism and poverty reduction: knowledge strategies for tree and forest products
This article, which is both conceptual and a synthesis of the literature, considers the research component of poverty alleviation strategies for people whose livelihoods depend significantly on tree and forest resources. Two policy approaches are contrasted: enhancing the utilisation of indigenous tree species within the household and the local economy, and integrating tree and forest-dependent peoples into the wider economy by promoting the commercialisation of conventional tree crop production. It is argued that the discussion is relevant for other poor peoples who depend on perennial production systems, and that the conclusions contribute to the wider debate about remoteness, market access, decentralisation and targeting in policy formulation, and globalisation.

Agricultural market knowledge: systems for delivery of a private and public good
Integration of developing country farmers into commercial markets is a policy widely promoted in order to enhance livelihoods and reduce poverty. However, agricultural producers in many countries tend to lack specialist agricultural market knowledge. The trend towards ‘agricultural multifunctionality’ suggests that farmers should acquire commercial skills and knowledge. The need to overcome failures in agricultural market knowledge in developing economies is acute, and the inability to do so is an important source of market failure and of losses to farmers.
This article analyses the knowledge needs of agricultural smallholders from a theoretical and practical perspective, focuses on the ‘private good’ nature of some kinds of market knowledge, and evaluates information and communications technologies (ICT) with potential to deliver appropriate ‘private’ market information and thereby enhance market access. Using the appropriate medium for person-to-person transactions requires further work to ensure that new ICT solutions are introduced for maximum poverty alleviation.

Market linkages: characterizing business-to-business relationships in Vietnamese vegetable supply chains
When attempting to help farmers link to markets, development organizations emphasize the nature of the target organization (private trader, cooperative, non-government organization, processing plant, etc.) as a crucial element in developing a sustainable trading link. This paper argues that there is another facet to linking farmers to markets which is just as important in explaining the outcome of a trading relationship: the nature of the business-to-business relationship between stakeholders in the supply chain created. This paper synthesizes research findings on supply chain arrangements and mechanisms in business-to-business relationships encountered in supply chains distributing fresh vegetables to Ho Chi Minh City. Eleven months were spent in the field from July 2003 to May 2004 to conduct in-depth interviews with stakeholders in the chain. The links between important elements of good supply chain management practice and performance are illustrated by concrete examples from in-depth case studies. The positive impacts on performance of the following elements of business-to-business relationships are reviewed: commitment, coordination and joint planning, market orientation and information sharing, frequency of communication, and innovation. The results show that parallel vegetable supply chains differ in their structure and in the existence or lack of formal links (contracts) between business partners. However, the five elements of good supply chain management practice which are reviewed can be identified to varying degrees in all supply chains as strategies to achieve higher levels of performance. This research uncovers the existence of several hybrid forms of economic organization in the vegetable industry, thus highlighting the importance of characterizing the type of business-to-business relationship which evolves between supply chain stakeholders when attempting to link farmers to markets.

The role of inter-personal relationships in the dissolution of business relationships
Purpose - This paper aims to explore the role that inter-personal relationships play in promoting or hindering the dissolution of business relationships operating in the UK food industry. Design/methodology/approach - The case study methodology was used to explore the dissolution of 11 business relationships and the role of inter- personal relationships therein. Findings - The findings demonstrate the critical role of personal relationships in the dissolution processing, acting as a catalyst, a precipitator and an extenuating factor in the dissolution process. Research limitations/implications - The case studies draw exclusively on the experiences and perceptions of suppliers to uncover the dynamics of dissolved business relationships. However, this is not surprising, given the sensitive nature of the subject. Moreover, the two-stage methodology used for identifying case study candidates should prove beneficial to other researchers in this area. Practical implications - The case study findings illustrate that important though they are, personal relationships are a means to an end not an end in themselves. Failure to use close personal relationships to deliver commercial benefits leaves the supplier vulnerable. Originality/value - This is one of very few papers to provide empirical evidence of the dissolution process in business relationships, using a novel case study methodology that may prove useful for other researchers working in this under-researched area

The failure of multinational food retailers in Japan: a matter of convenience?
Purpose – The purpose of this paper is to address the question of why world major supermarket chains have been unsuccessful so far in the Japanese market. The paper considers arguments from the literature that differences in consumer attitudes and behaviour between the two markets may be the determinants of the success, or otherwise, of the large US and European supermarkets.
Design/methodology/approach – A review of literature about Western and Japanese retailing is followed by an account of exploratory empirical research into Japanese consumer grocery purchasing and consumption behaviour.
Findings – The results support an argument that the large store “one-stop shopping” supermarket format popular in the UK/EU is not and will not be the preferred format in Japan. Convenience, matters, but it is not the same concept as in the UK, for example.
Research limitations/implications – The sample survey is purposively biased towards younger female shoppers from the working population who will have a significant impact on future consumer behaviour patterns. Results are more inferential than statistically validated hypotheses.
Practical implications – Supermarket chains should open a larger number of smaller stores, concentrating on frequently delivered and high quality products, above all in the fresh foods categories. Moreover, the growth of the small “convenience” store format in markets such as the UK and California suggests that “western” consumers' desires for convenience are becoming more like those of Japanese consumers.
Originality/value – The paper shows that there has been little effort, to date, to demonstrate through primary research whether unique characteristics and buying behaviour do exist in the Japanese marketplace.

Making markets - and institutions - work for the poor
'Making Markets Work for the Poor' (MMW4P) is an approach to poverty reduction in developing countries that stresses the importance of commercial activities in the livelihoods of poor peoples, but acknowledges that the competitive market ideal, like states, often fails to provide the structures, incentives and information to include all the poor. It includes analysis from a systems perspective, and presupposes the participation of diverse stakeholders, usually including the poor, non-governmental organizations, civil society and private sector businesses. The approach does not envisage a strong policy dimension to making markets work for poor people. Interventions are not aimed primarily at individuals or groups of the poor themselves, but at making the market systems work. Institutions are key, and improvements are sought through organisational and institutional development initiatives and self-regulatory activities to improve the efficiency and equity in commercial arrangements. This article argues that improvements in the institutional environment for business have an important policy dimension which can create stronger incentives through legal and policy initiatives. One such area which needs attention in developing countries is competition policy, needed to regulate economic activity to protect small firms and other stakeholders, and promote economic initiatives at early stages of development.

The use of intellectual property protection by micro, small and medium scale enterprises: a case study of Ghana
Micro, small and medium enterprises (MSMEs) form the backbone of most national economies and are often the driving force behind innovation. Intellectual property (IP) rights provide legal protection for MSMEs against unauthorised exploitation of their innovations by others. As part of Ghana’s trade policy reforms, Ghana and Switzerland recently signed an agreement to strengthen IP rights administration in Ghana, in order, inter alia, to improve the business environment and encourage innovation. However, little research exists on the use of IP protection by businesses, especially MSMEs, in developing countries such as Ghana. Will a strengthened IP regime benefit MSMEs? Using qualitative procedures, this study examines the use of IP, especially trademarks and industrial designs by MSMEs in Ghana. The evidence indicates that MSMEs do not use formal IP protection as a competitive strategy, and adapt to the threat of imitation by using informal methods such as trade secrets, maintaining product quality, and constant innovation. The study concludes that promoting IP as a tool for enhancing MSME competitiveness requires an integrated approach involving awareness creation on the benefits of IP, increasing MSME access to appropriate and affordable IP services and ensuring effective enforcement of IP rights together with promotion of other competitive strategies such as improving product quality and customer service, protection of cultural artefacts and promotion of national trademarks.

Air Transport and the Environment
Air Transport and the Environment provides an overview of the main issues relating to aviation environmental impacts. It explains the challenge facing policymakers in terms of sustainable development, focusing on the importance of balancing the industry's economic, social and environmental costs and benefits, both for people living now and for future generations. Individual chapters review the current scientific understanding of the main aviation environmental impacts: climate change, local air pollution and aircraft noise. Various responses to those issues are also considered, including a range of policy options based on regulatory, market-based and voluntary approaches. Key concepts such as environmental capacity, radiative forcing and carbon offsetting are explained. In addition, the book emphasises the main implications of aviation environmental issues for policymakers and for the management of the air transport industry. Debates about the environmental impacts of flying often generate strongly polarised reactions, yet this book adopts a constructive approach to the subject and attempts to present the environmental issues in a clear, straightforward manner. It aims to provide a policy-relevant synthesis of a wide range of perspectives rather than advocating one particular viewpoint. Yet the central purpose of this book is to bring the sustainable development challenge facing the air transport industry to the fore, and so to inform effective policy responses. Air transport plays a critical role in supporting economies and societies that are increasingly interconnected by globalisation; this book presents the view that the vital economic and social benefits of the air transport industry should not be lost - and in fact could be distributed far more widely and equitably - but that the environmental impacts of air transport nevertheless require urgent and effective management. Air Transport and the Environment has been written primarily for professionals in the air transport industry, policymakers and regulators.
