The Politics of Moral Authority
Hopgood, Stephen
What is at stake, politically, in abandoning claims that one's actions are legitimized by some form of transcendent authority? Analysing this question moves us beyond human rights debates about foundationalism, and asks whether the efficacy of claims made by human rights advocates is undermined by their inability, conceptually and politically, to make the case that human rights are moral truths rather than a more temporal and secular doctrine. Through an analysis of Amnesty International and its ambivalent grounding in Kantian notions of morality, and by considering competing religious and national claims to authority, I assess whether or not human rights activism suffers from an inescapable political ineptitude that must eventually see it decline in the face of more ardent and politically effective authority claims.

George Bush's "Axis of Evil" was the expression of a new rhetoric of morality in world affairs, mirroring the ideology of the president and his neoconservative policy advisors. In its fight against evil, the U.S. has economically and politically broken the Soviet Union, waged war against Afghanistan, toppled the Taliban regime, confronted Al-Qaeda, and threatened Syria, Iran, and Northern Korea. But what is this notion of "evil," which has become part of the language of international politics? What are its historical origins and its moral, political, and legal foundations? Is the fight against evil merely a new form of imperialism? In this powerful new book, Stephen Chan tackles the notion of evil in international relations and warns against its potency as a tool for policy makers. The war of ideas is closely examined and its practical and political implications—from Francis Fukuyama's The End of History and the Last Man to Samuel Huntington's The Clash of Civilizations and the Remaking of World Order to Robert Kagan's Of Paradise and Power—are given close critical attention. The greatest danger in combating what is broadly defined as evil, Chan concludes, lies in a failure to grasp its nuanced nature in favor of attempts to vanquish it with unprecedented might.

American Foreign Environmental Policy and the Power of the State
Hopgood, Stephen
In an increasingly interdependent world, marked by growing numbers of non-governmental organizations and international institutions, this book presents a powerful argument for the continued relevance of the state to our understanding of international relations. Drawing on detailed primary research, the book examines the key role central state officials have played in formulating American foreign environmental policy, and concludes that claims for the diminishing domestic-international divide, and the erosion of state sovereignty are overstated. Nonetheless, in arguing forcefully that the focus for explanation should lie with politics inside the institutions of state, the book rejects Realist, Pluralist, and Marxist accounts of foreign-policy making. This state-centric focus allows for domestic and international factors to play a role at the same time as stressing that, in foreign environmental politics at least, the state remains the dominant policy-making institution.

A (short) history of the Clash of Civilisations

Where does the clash of civilizations thesis and its underlying us-versus-them mentality come from? How has the idea been engineered historically and ideologically in the ‘east’ and ‘west’? What were the functions of Christianity and Islam to these ends? These are some of the questions that will be discussed in this article that engages both the clash of civilizations thesis and the discourse of ‘Orientalism’ more generally. Dissecting the many manifestations of mutual retributions, the article establishes the nuances of the ‘clash’ mentality within the constructs we commonly refer to as ‘Islam’ and the ‘west’, showing how it is based on a questionable ontology, how it has served particular political interests and how it is not inevitable. What is presented, rather, is a short genealogy of this idea, dispelling some of its underlying myths and inventions along the way.

Manufacturing War: Iran in the neoconservative imagination

This article investigates how Iran is represented by neo-conservative activists and analysts primarily in the USA. It starts with the epistemological contention that every political activity occurs within a context, which is constituted by invented narratives, institutions, norms and other ideational factors. In a second step empirical evidence is marshalled that shows the mechanisms of contemporary US neo-conservatism, its impact on the decision-making process in Washington and the consequences for Iranian – American relations.

The Pluralistic Momentum in Iran and the Future of the Reform Movement

This article explores the pluralistic momentum in Iran. It challenges the state-centric approach to Iranian politics, arguing that contemporary Iranian reformism manifests itself as a trajectory, yet original and indigenous, political culture that feeds into the political process in a bottom-up manner—from society to the state—not the other way around. Assessing the theoretical, methodological and empirical implications of this hypothesis, the article outlines the contours of Iran's reform movement and its interaction with the country's diverse civil society. As long as Iranian politics is driven by the pluralistic momentum, it is claimed, Iranian reformism will elicit political results and—to highly dissimilar degrees—will continue to provoke the silent subservience of central institutions of the state.

Recognising that America's response to the events of 11 September would do well to maintain a sharp distinction between the ‘war on terror’ and a war ‘against Islam’, this article argues that American diplomatic rhetoric would benefit from an explicit effort to engage ‘frameworks of legitimacy’ within Islam, including the terms of Islamic jurisprudence and Islamic legal debate. The article examines the merits of such an approach in the context of several recent diplomatic dilemmas, including the Jyllens-Posten cartoon controversy. It concludes with an assessment of the American (domestic) political environment within which this approach tends to encounter its most ardent critics.

Banking Reform in India and China seeks to explore the ways in which banking reform is conditioned by a variety of institutional mechanisms. To uncover these dynamics, Saez draws primarily from analytical tools developed in modern game theory and institutional economics. He provides a multidimensional analysis that covers microeconomic, macroeconomic and institutional aspects of these two countries banking systems. It ties together three themes of corporate governance, financial deregulation and central bank independence to banking reform. These unique approaches make this an important contribution to the literature on comparative banking reform in transitional economies.

Global Intifadah? September 11th and the Struggle within Islam
Adib-Moghaddam, Arshin
Against the background of two dominant world order theories - the 'End of History' and the 'Clash of Civilisations' - this article argues that September 11th epitomised two interrelated patterns in world politics: first, the idiosyncrasies and perils of globalisation and second the struggle between different directions in contemporary 'Muslim' politics. The former challenges the traditional view that links globalisation solely to phenomena such as economic integration or the spread of liberal-democratic values, while the latter refers to intra-regional developments in the 'Muslim' world, questioning the characterisation of 'Islam' as a monolithic entity destined to challenge the security of the 'West'. Taken together, these two patterns defy traditional categories of international relations, touching on issues ranging from the role of the state to national security considerations.
