The recent globalization trends have revived a long-standing interest in regional integration in the countries of the Middle East and North Africa (MENA). Despite numerous attempts to encourage economic integration in MENA in the past few decades, there is broad consensus that progress has been painstakingly slow and the record of economic integration in the MENA region is largely beset by failure. This book examines the impact of recent changes in the world economy on trade policy within the MENA region and its economic relations with the rest of the world. From Demographic Transition to Fertility Boom and Bust: Iran in the 1980s and 1990s
Although it is widely recognized that demographic transition is not an uninterrupted process, demographers and population economists have treated short‐term swings in fertility with a measure of curiosity. Iran's experience of population growth after the Revolution in 1979 points to a double paradox of a steep and unprecedented surge in population growth in the 1980s followed by a swift restoration of fertility decline in the 1990s. Both periods have been characterized by extensive socio‐economic and institutional changes combined with radical and far‐reaching sways in Iran's post‐revolutionary population policy. This article applies standardized decomposition analysis to separate out and quantify the proximate components of change in the crude birth rate during these two fertility 'boom' and 'bust' phases. The aim is to ascertain to what extent structural/demographic or behavioural factors can explain the dynamics of change in fertility and population growth in Iran since the late 1970s. Our findings point to a hitherto neglected role of population momentum in initiating the 'Islamic baby boom' as well as a more limited role for population policy in explaining the genesis(rather than the momentum) of both boom and bust phases.

Despite the long tradition established by the Heckscher-Ohlin (H-O) theorem and copious literature on the so-called Leontief Paradox, economists have not methodically linked the Middle East and North Africa (MENA) region's well-known water-scarcity problem to its mounting food imports. This paper first reinterprets the factor endowments and comparative advantage theory in the MENA context, suggesting that the 'virtual water' (VW) hypothesis, focusing on water embedded in commodities, is in line with the H-O model's tenet that 'trade in commodities is an indirect way of trade in factors of production'. Second, findings using comparative cross-section regression analysis for 100 countries appear to vindicate the VW hypothesis that the import structures for water-deficit areas are dominated by large food/agricultural imports. The study ends with a discussion of the policy and political economy implications of the hypothesis in the light of our empirical findings.

The Impact of the 1970s’ Oil Boom on Iranian Agriculture
This article challenges the dominant strand of thinking on Iranian agriculture, which has hitherto stressed the depressing effects of the 1970s' oil boom on the rural economy. In highlighting the nature of the economic boom both in the rural and urban areas, it delineates new constraints imposed on agriculture and offers a new explanation as to its outcome. The precipitated outflow of agricultural workforce in this period is thus shown to have been a common source of difficulty to the sector, and not a mere manifestation of its demise. The reasons for this process are located in new developments in the rural non-farm and urban construction sectors, rather than in the 'decay' and 'disintegration' of agriculture.

The State and Global Change: The Political Economy of Transition in the Middle East and North Africa
Economic liberalisation and reform are widely considered as the favourite remedies for the declining economic fortunes of the Middle Eastern and North African states in the past two decades. International economic institutions have been among the main advocates of transition to market-led economies in the region and a force contributing to its realisation. This has placed the state at the centre of the proposed transformations, acting both as an instrument of, and an obstacle to, change. With attempts at liberalisation worldwide spanning over twenty years, the time is ripe for a re-evaluation of its premises and outcome. The essays in this volume debate the political economy of transition and reforms in the Middle East and North Africa, drawing on interdisciplinary approaches and outlooks involving international, regional and national levels of analysis. The three central themes of the book are the rationale and strategies for reform, the processes and outcomes, and the nature of the state in the changing global setting.

The relationship between religion and the state has entered a new phase ever since the Iranian Revolution more than three decades ago. The recent mass uprisings against autocratic rulers in the Arab world have highlighted the potency of Islamist forces in post-revolutionary societies in the region, a force arguably unlocked first by Iran’s version of the ‘spring’ three decades ago. The economic ramifications of these uprisings are of special interest at a time when the possibility of the creation of Islamic states can have implications for their economic policy and performance again. A study of the Iranian experience in itself can offer rare insights whether for its own features and characteristics or for its possible lessons and implications for recent events in the region. This book is concerned with the economic aspects and consequences of the Iranian Revolution in general and its interaction with the international economy in particular. Many studies have to date dealt with Iran’s economic challenges, policies and performance in the post-revolutionary period but its interaction with the international economy – although of growing importance – has not received sufficient attention. The contributions in this volume by experts in the field address ways in which in the span of three decades, Iran’s economy has evolved from a strong aspiration to develop an ‘independent economy’ to grappling with debilitating international economic sanctions.

The Kevserî Mecmûası Unveiled: Exploring an Eighteenth-Century Collection of Ottoman Music
The Kevserî Mecmûası is an eighteenth-century Turkish manuscript, which includes, in addition to a variety of music-related contents, a fairly large collection of notations. Given the scarcity of notational sources, it offers invaluable material for understanding the performance practice and compositional style of Ottoman music before the nineteenth century. Having studied a hitherto unknown microfilm copy of this manuscript, the original of which has remained up to now in a private library and closed to our access, the author aims in this article to introduce this source and discuss its potential contribution to the knowledge of Ottoman music. The article is organised roughly in two parts. First, it will present briefly the contents of the manuscript, integrating new evidence and clues about its date, author and purpose into existing knowledge. Second, it will focus on the collection of notations in the manuscript, and by comparing it with the earlier collections will argue that, contrary to the prevailing views expressed in the literature, no large-scale transformation in the style of Ottoman music took place in the early eighteenth century.

The Search for Inclusive Growth in North Africa: A Comparative Approach (UNSPECIFIED)
This paper considers North Africa’s recent trajectory of growth and considers critically its prospects for achieving inclusive growth in light of the recent political and social upheavals. It starts by reviewing the evolution of thinking on growth and distribution in economic theory and development policy showing how pro-poor growth strategies have given way to concerns about inequality in recent years. It then examines the concept of inclusive growth asking whether and to what extent it differs from pro-poor growth both analytically and in practice. After this, a wide range of performance indicators pertaining to growth and distribution in Algeria, Egypt, Libya, Morocco and Tunisia are examined in some detail. It analyses, where possible, the experience of these countries over time and in a comparative context with other developing regions. The following section 5 then offers a methodology for constructing a single combined score for measuring inclusive growth in these and a number of other Less Developed Countries for comparison purposes. It ends by critically re-examining prospects for inclusive growth in North Africa and challenges and opportunities this course of development strategy may entail in years to come.

It argues that two sets of factors have conditioned Iran’s performance and are likely to continue to taint her prospects for sustainable growth into the future. These are: limited economic diversification and continued dependence on the oil sector, on one hand, and the institutional setting in which post-revolutionary economic policies have been formulated and implemented for much of the last three decades, on the other.

The Geopolitics of Revolution: Assessing the Tunisian and Egyptian Revolutions in the International Context
This chapter examines an aspect often overlooked in comparative analyses of the Egyptian and Tunisian uprisings: features of the shared geopolitical context in which both uprisings took place, and the dynamic relationship between this and the types of revolutionary subjectivities and claims expressed by activists in each country. In doing so, it probes links drawn by Tunisian and Egyptian activists between the domestic and international structures that are seen to (re-) produce repressive forms of state power. In highlighting the international context in which both uprisings have unfolded, this chapter does not seek to diminish the agency of domestic actors. On the contrary, it highlights the key role played by Tunisian and Egyptian activists, movements, syndicates, political parties, and others, in challenging the political, social and economic pathologies of neoliberal authoritarianism. The chapter concludes by examining ongoing forms of popular mobilisation in both Tunisia and Egypt. Despite formidable obstacles, the conclusion demonstrates how activists in both countries continue to identify and exploit the interstices, inconsistencies, and contradictions within hegemonic neoliberal and national security state policies and practices, challenging the international configurations of power which (re)produce and sustain them.

Governing Revolt: EU–North African Relations after the ‘Arab Spring’ Uprisings
This article focuses on under-discussed external dimensions of the 2010–11 North African uprisings. In particular, it considers European Union liberal governance—in the form of economic ‘aid’, and ‘technical’ and transitional ‘assistance’—as both a form of intervention and a juridical-institutional force that has informed post-uprising states' development. This article also considers ways in which the EU's role in a broader security regime, consolidated in the post-9/11 period, overlaps with and reinforces the liberal-governance imperatives of ‘stability’ and ‘development’. It concludes by briefly assessing forms of resistance to liberal governance that have emerged in Egypt and Tunisia.

The GCC states boast high per capita incomes and a
voracious appetite for showcase construction projects,
which symbolise their drive to transform finite oil
resources into modern economies. During the past
decade, significant strides were made in integrating
their economies through establishing a customs union,
common market and monetary council to study prospects
for a shared currency.
Underlying fundamentals, however, point at a different
direction as the movement of goods, capital and
labour has not been as fluid as anticipated. This policy
brief evaluates the challenges, successes and future
opportunities of economic integration in the GCC. Only
through eliminating nominal and structural barriers
in the movement of goods, capital and labour – along
with institutional efforts at unifying fiscal and monetary policy – can the region benefit from integration.

Environmental Challenges in the MENA Region: The Long Road from Conflict to Cooperation
The Middle East and North Africa region is well-known for its abundant natural resources and important geostrategic position. This position is often overshadowed by continued sectarian violence and trans-boundary conflicts that threaten the stability of the entire region with serious global implications. This preoccupation with conflict has come at the expense of addressing the region's other challenges. Although the region's fragile environmental state has increasingly preoccupied policymakers in individual countries, there is currently insufficient attention paid to coordinating collaborative action to recognise and address problems relating to its environmental sustainability and climatic change. In the absence of a positive agenda for tackling these issues, recurrent environmental setbacks and rapid depletion of the region's natural resources continue to pose a major threat to the long-term economic, political, and social stability of the region. Despite the urgency of these challenges, there is little research dedicated to studying MENA's environmental sustainability.Environmental Challenges in the MENA Region: The Long Road from Conflict to Cooperation draws from the proceedings of a seminal international conference on the subject at SOAS in October 2016, which was held as a celebration of the SOAS Centenary. This led to a collective contribution by experts and policy-makers concerned with the state of the MENA region's environmental predicament with the aim of addressing these problems in a constructive and forward-looking approach. The chapters in this book are predicated upon two critical premises. First, expertise and awareness from a wide range of disciplines is required to understand and address environmental challenges. And, second, to have a real chance of success, MENA countries need to confront these problems as their common threats and to see them as an opportunity for regional cooperation and policy coordination. This book provides the results of an interdisciplinary effort to address the various dimensions of the region's environmental challenges from across the region and disciplines.
